The EU foreign policy: Ten wishes

The EU is in a crisis mainly of its own making. Some of it is economic and can be solved by strict control on speculation, separating savings and investment banks, by gradual debt forgiveness, by lifting the bottom up, the most miserable communities, by the GIPSI (Greece, Italy, Portugal, Spain, Ireland) countries cooperating, by stimulating agricultural cooperatives with direct sales points, etc. But much of it is political; the EU has become invisible on the world scene, incapable of a foreign policy building peace and security, also much too tied to US and Israeli fundamentalisms and too anti-Islamic.

The following are some ideas about steps that can be taken.

The EU glittering success as a peace zone is much needed in zones of war and where war threatens: the Middle East, Central Asia, East Asia. A Middle East Community, of Israel with five Arab neighbors (Lebanon, Syria, Jordan, Palestine, Egypt); a Central Asian Community of Afghanistan with eight neighbors (Iran, Pakistan, five former Soviet republics, Ashad Kashmir) with open borders (crucial for the Pashtuns and others); and a North East Asia Community (with two Chinas, the two Koreas, Japan, Mongolia and the Russian Far East (now with Khabarovsk as capital) could all benefit from EU opening its archives, telling how it all happened, sharing a major learning experience for humanity.

A United Regions added to the UN but with no veto powers, of the EU, AU, SAARC, ASEAN and the coming Latin America and the Caribbean, Organization of Islamic Cooperation, Middle East, Central Asia, North East Asia could take shape and become a key tool of global governance.

EU and Crisis Management. There are many of them, and there will be more crises given the legacy of colonialism constructing countries, putting together what did not belong together, dividing what did. An example are the four Sykes-Picot colonies: Iraq and Palestine for England, Lebanon and Syria for France, built-in catastrophes, now exploding. The EU will have to recognize the responsibility of some members, and then listen to what all the parties want, trying to arrive at a bridging perspective. Generally speaking, two approaches:

* federation within, with high autonomy for the nations and democracy within each part – but not an all over “one person one vote” which would result in the majority dictatorship of the most numerous nation;

* confederation, community, between, with open borders for nations that belong together to travel freely.

For Syria this would mean both respecting the Sunni majority and the minorities protected by Shia rule, with a two-chamber parliament, territorial for the provinces and non-territorial for the nations, with veto rights in matters concerning their identity. EU should send well trained mediators to the crisis area to understand the parties, and facilitate dialogue between them at the local level, many places.

EU and the use of military force. Should be Chapter 6 peace-keeping, not Chapter 7 “peace enforcement” (a contradiction in terms). Given the strong attachment to their goals of autonomy, a ceasefire with no image of a solution will be used for rest, smuggling of arms and redeployment; the road to ceasefire passes through a vision of a solution, not vice versa. The role of peace-keeping is to prevent violence, not to use it, and with that in mind peace-keepers should have military expertise and weapons for self-defense; some police training for crowd control; nonviolence training; some mediation training to know how to understand and facilitate dialogues; be 50% women more focused on human relations, less on control; and be so numerous that we can talk about a blue carpet, not only blue helmets.

EU-Third World, mostly former colonies: time is overdue for some reconciliation. Just compensation for the genocide and sociocide–killing social structures and cultures–is out of question, but joint understanding is not. Mutually acceptable textbooks about that period would be very useful, building on the German experience rewriting text books for reconciliation.

West-Islam. At the political level Turkey should become member, making Istanbul a hub for positive West-Islam relations. North Cyprus should be recognized; all of Cyprus – unitary state, federation or confederation – should be an EU member. A dialogue of civilizations could aim at combining Western pluralism with Muslim closeness and sharing for mutual benefit. The Western approach to the Catholic-Protestant divide might be useful for Shia-Sunni understanding.

Russia. Historically the many invasions were from West to East with two exceptions: Russia hitting back after Napoleon and Hitler. There is room for reconciliation based on such facts rather than the paranoid use of the image of Russia, like of China, as peril.

China. The main Silk Road was not a track in the desert and the mountains but a major Buddhist-Muslim East Asia-East Africa sea lane for 1000 years, 500-1500; destroyed by the Portuguese and the English in the name of their Kings. Time for reconciliation – including gunboat “diplomacy”, opium export, and colonization of Macao-Hong Kong is overdue. And an EU recognizing Israel partly because of two thousand years old history might also recognize some Chinese ocean rights with a much more recent history–in no way leaving out joint Chinese-ASEAN ownership of some of the islands, and joint Northeast Asian Community in due time of Senkaku-Diaoyu islands, and others, with their EEZs.

Eurasian Partnership. The EU is a peninsula on the Eurasian continent; increasingly connected by excellent railroad links mainly built by the Chinese, coming ever closer together. This is the time to add an Eurasian orientation to a Trans-Atlantic one, today in abeyance, waiting for he USA to recover and stop spying on the world.

All this is feasible: with realism in the brain and idealism in the heart.

Criminalize war!

Nobody has brought this simple message to the world like the Perdana Global Peace Foundation in Kuala Lumpur, Malaysia. As the leader, Mahathir Mohammad, Malaysia’s fourth prime minister says:

“Peace for us simply means the absence of war. We must never be deflected from this simple objective”.

So they organize compelling exhibitions and conferences to highlight the atrocities and horrors of war, starting with World War I, often in cooperation with Muhammadiyah Yogyakarta University in Indonesia. A very clear message from the Southeastern part of the world to the Northwestern part: Stop It! All your rules of war add up to its legitimation; wars get ever worse as measured by the percentage of non-combatant, civilian casualties; from about 10 percent in World War I to 90 percent in the Vietnam and other wars at the end of the 20th century. They dare refer to crimes as “unintended consequences”, “collateral damage”.

Take Norway, a “peace nation”, as example; not the USA an Israel with their gods, the idea of being chosen, and exceptionalism. See what Norway does against the spirit of UNSC-United Nations Security Council Resolution 1973 to protect civilians, promote cease-fire and mediate a political solution in Libya. And against the UN Charter Article 2 outlawing war.

The violence of Psalm 21

There is some difficulty in reconciling humanistic ethics with biblical scripture that has disturbed me recently. If a religious text nurtures morally unacceptable impulses that are acted upon either consciously or sub-consciously in political domains, how can these adverse influences be repudiated without purporting to claim a hegemonic status for a secular reader?

Even a religiously oriented person such as myself, who rejects deference to whatever is contained in the most holy of books if it conflicts with conscience, is troubled by this tension between what we believe to be right and what can be found in the holiest of books. In the West, where the specific religious roots of political authority are rarely acknowledged directly, the problem persists, especially in claims by the state to deal with its enemies at home and abroad.Read More »

Gad vide hvor mange mislykkede krige vi endnu skal igennem før især politikere og medier opdager det indlysende faktum at der findes et temmeligt bredt spektrum af handlingsmuligheder mellem at gøre ingenting og at smadre et land når konflikter dukker op?

Det spektrum hedder konflikthåndtering og tilhører et fagområde der undervises i rundt om på verdens universiteter. Det kræver at FNs medlemsstater etablerer ”styrker” af uddannede konfliktanalytikere, facilitatorer, mæglere, områdeeksperter, forhandlere og forsoningsterapeuter, der kan rykke ud endnu hurtigere end de kan sende krydsermissiler og F-16 fly.

For at dette spektrum kan blive inddraget forudsættes endvidere at regeringer ikke direkte ønsker krig under foregivende af at have gode og ofte humanitære motiver hvor de i virkeligheden har rå interesser.

Obama overholder ikke principperne for “retfærdig krig”

Reguleringerne af krigens vold finder man overordnet beskrevet i FN Pagten, Menneskerettighedserklæringerne og mere konkret i den Den Humanitære Folkeret, som består af fire konventioner og tre tillægsprotokoller.

Det er et område, hvor logik, politik og jura flyder sammen om at definere og forstå, hvad der sker på slagmarken. Retssubjektet i krig er ikke mennesker, men stater, der agerer politisk i et vilkårligt horisontalt forhold til andre stater. Stater fortolker omverden og handler på baggrund af forskellige kulturer, religioner, sprog, retstraditioner, økonomier og styreformer. Det kommer der mange misforståelser og konflikter ud af.
Problemet med disse reguleringer er – og det kommer næppe som nogen overraskelse – at de historisk sjældent overholdes. En del af krigens logik er, at hvis en stat er truet på livet, så kæmper den for sin overlevelse med de redskaber og våben, den har. Hvis den og dens ledere nedkæmpes og dør, er der jo alligevel ingen, der kan holde den ansvarlig for begåede grusomheder – ud over Gud, hvis denne da indgår i ligningen.

Der har, så længe krigen har eksisteret, både eksisteret forsøg på at legitimere og at begrænse krigens vold, for spørgsmålene hænger sammen.
Hvad angår legitimeringen af krig blev der især i forbindelse med ridderkorstogene opstillet regler, som skulle opfyldes for at en religiøs (kristen) krig kunne være retfærdig (jus ad bellum).

Good peace proposals quite often works!

The TRANSCEND NGO Mediation Network just turned 20, and our experience is clear: a good peace proposal quite often works.

To mention some out of 30 positive experiences: we have had a hand in launching peace studies and peace journalism; improving race relations in Charlottesville, VA; in ending the Cold War through bridge-building between Norway and Poland, the idea of a Conference for Security and Cooperation in Europe and nonviolence; in improving North-South relations through South-South cooperation and then relinking with North on a basis of equity–this from the early 1960s.

Later on there have been contributions to peace on the Korean peninsula (first unify the nation, then perhaps the countries), the Kurdish issue (a Kurdistan as a confederation of human rights-based autonomies in the four countries), ending the longest war in Latin America, Ecuador/Peru (a two-state condominium up in the Andes with a natural park, later a joint economic zone); in tripartite peace in the Caucasus; in solutions for bullying in schools; in judicial mediation; in the problem of settlers in Zimbabwe; conciliation Germany/Herero, Turkey/Armenians, Denmark/Islam; and so on and so forth, up till now.

SYSTEMS: A Reorientation

[1] Transarmament: States use armies for defense, and for offense, for wars. Si vis pacem, para bellum, peace through security tries to cover both; but offensive military threatens, provokes arms races, even wars. Si vis pacem para pacem, security through peace is not disarmament leaving regions, states and local level defense-less; rather, it identifies conflicts and traumas underlying violence in order to solve them, builds peaceful state relations, and defensive defense “just in case”.

[2] Nonalignment: Solidarity and help to victims of aggression should be based on the merits of the case, not by alliance membership. This implies NATO and EU transarmament to regional defensive defense, and UN world collective defense under representative military command.

[3] Being useful to other countries: having developed positive relations such that others want to enhance, not destroy the country. There are many ways: through mutually beneficial trade, tourism for nature or culture, through support when suffering attacks, or social and natural catastrophes, by serving as experts in peace-building.

[4] Being less vulnerable: political-military decentralization so that aggression against any sector-part does not paralyze the whole country; resistance, and much normal life, can be continued.

Economic self-reliance, especially energy/food–self-sufficiency only as a possibility in emergencies–not to be tempted into attacking others if trade fails, keeping economic sectors–primary, secondary, tertiary, quaternary for reproduction–intact; producing for basic needs at home as much as possible, getting the rest through trade.

Defense against spying by not having secrets; transarmament works openly, to prevent and deter. A more cooperative, less competitive economy (more cooperatives, less companies); inviting others to join.

Political infernos: United States, Turkey and Egypt

Prelude

To begin with, I know of no truly mature political democracy on this, although to be sure some rest on a more stable political base than others. Most importantly, some forces of opposition despair of ever succeeding by democratic procedures, while others pin their hopes on the next election, or the one after that. Some democracies have greater economic stability or can boast of high growth rates, possess a larger private sector and bigger middle class with more to lose, than others. Some states are more vulnerable to foreign interference than others, and some have formidable foreign enemies that seek regime change or something worse.

Perhaps, more victimized than any most modern societies, Germany devastated after World War I was caught in the midst of recovering from a humiliating military defeat accentuated by vindictive victors, a resulting economic depression featuring high unemployment and runaway inflation. Its pathetic enactment of liberal democracy could neither find credible solutions nor adopt principled positions. It should not be surprising that an extreme form of political polarization emerged in response, producing disastrous results not only for Germany but for Europe and the world: Communism versus Fascism. Battles raged between these antagonists in the streets of German cities, and the Nazis emerged triumphant even at the ballot box, helped by the complicity of cartelized big business and the ethos of the Bavarian elites hostile to any hint of democratic politics. Today, there exist an assortment of deeply worrisome encounters between political extremes brought on by a range of conditioning circumstances. Inclusivity: Vital for negotiations in Afghanistan

As a student in peace studies, any initiative to curb violence through peaceful means is a subject of interest for me. But yesterday, the news that the U.S. government has agreed to engage directly in peace talks with the Taliban caught my attention for three reasons in particular:

1) Who are the actors participating in the negotiations – is the U.S. an actor in the peace talks, a negotiator, a mediator or all the above?

2) What are the roles of the Afghan government and the people of Afghanistan in this transition?

3) Why was the U.S.’ willingness to negotiate met with an attack on U.S. soldiers by the Taliban, putting the group’s long awaited objectives to negotiate with the U.S. directly in jeopardy?

While analyzing the current situation surrounding the reconciliation process in Afghanistan and peace talks with the Taliban, instead of feeling optimistic for potential peace in my country, I became highly concerned.

Peak Oil: Challenges and Opportunities in the GCC-Gulf Cooperation Council Countries

The organizers deserve high praise for setting this key, almost existential for some, issue on the agenda for an international conference. Oil and gas being limited there obviously is a peak–in the North Sea some years ago for Denmark, the UK and Norway. But this conference is not only about whether the peak is behind us, right now, in the future, and in that case when; but about and then what. Diagnosis, prognosis, therapy.

However, the peak may be more due to demand than to supply; more due to the problems caused by converting the energy stored in fossil fuels than to the extraction becoming too expensive to pay off. To the contrary, the more expensive the higher the profits as percentage of the costs, and given the oil-gas addiction the richest in a very inegalitarian world can always pay. In a better world energy for daily needs should be as freely available to everybody as walking on a street, or as health and education in a decent welfare state (they still exist). We risk fossil energy for the few only, not a peak.

On the demand side, all over, more or less, there is a turn to the alternative: the many green energy conversions. “The Surgeon General has decided that smoking is bad for you” has a follow up: “fossil fuels are bad for us“. We are not there, but it also took much time for high numbers to give up smoking. A massive shock, and compelling evidence of a causal connection, is needed. The increase in natural disasters and the erratic climate may soon provide that.

The world sees other peaks. Peak US Empire – not USA – with China coming up, Peak West with Rest coming up, headed by BRICS, Peak inter-state wars with inter-nation violence coming up. It’s a very dynamic world.

China burns coal-oil-gas, but is also a massive pioneer in green energies with photovoltaic and solar cells and electric cars, produced in ever greener ways. In the USA highly effective coal-oil-gas lobbies prevent the greening and promotes ecologically bad extraction. Politicians are bought by banks, banks invest in that extraction.
