TFF PressInfo: EU elections – To perform rather than live democracy

Fears has been expressed in Europe about the recent EU parliament voting pattern. Instead of the fear and denouncing the winners we should ask: What causes such an outcome?

My short answer is this: Democracy itself is in deep crisis. It has become performance or ritual rather than something genuinely lived.

Two things stand out – one, the increase in votes going to nationalist, populist, right-wing and anti-Muslim parties as well as Euro-skeptics – particularly in Denmark, France, Greece and Britain.

Secondly, the voter turnout has fallen from 62 per cent in 1979 to 43% in 2009 and this year it increased only 0.09% in spite of the EU Commission’s attempt to increase it.

So while people struggle around the world for democracy, only 43% of the EU citizens find it meaningful to go and vote every 4th year. How tragic for an EU that tries to promote democracy everywhere, even by military force.

It is understandable that the two mentioned factors is a combination that make many in Europe – the seat of two world wars, NATO and some of the most armed and two nuclear-weapons states – concerned. Perhaps the rest of the world should be at least as concerned? Citizenship in the 21st century – reforms versus radical structural change

[ This post was previously published online at the website of the Global Transition Initiative, which is dedicated to promoting “Transformative Vision and Praxis.” It responds to an essay on global citizenship written by Professor Robert Paehlke, who cogently advocates the formation of a Global Citizens Movement, including indicating how it might become effective.
What seems important about such dialogue is the recognition that given the realities of this historical period, it is increasingly necessary for political thought and action to proceed by reference to human interests as well as being responsive to national, local, ethnic, and religious interests and values. A feature of modernity that is being rightly questioned from many angles is the presumed radical autonomy of human interests, especially the modernist illusion that the co-evolutionary dependence on nature and the environment was being superseded by the marvels of technological innovation.
One way back to the future is to rethink political community – its boundaries and essential features – from the perspectives of participants, with citizenship being the secular signature of belonging and engagement, and ultimately, the sustainability not just of the community, but of the species.

Reading Robert Paehlke’s carefully crafted essay on global citizenship provides the occasion both for an appreciation of his approach and some doubts about its degree of responsiveness to the urgencies of the present or more specifically its adequacy in relation to the call for ‘transformative vision and praxis’ that lies at the heart of the ‘Great Transition Initiative.’

Paehlke is on strong ground when he ventures the opinion that the planetization of citizenship is an indispensable precondition for the establishment of global governance in forms that are both effective and fair. His insistence that global governance to be legitimate must address ethical issues as well as functional ones associated with sustainability is certainly welcome. He is also persuasive in advocating the formation of a global citizens movement (GCM) that takes advantage of the networking and mobilizing potential of the Internet, combining an initial focus on local challenges while nurturing a global perspective.

His deepest sympathies clearly lie with a pluralistic and decentralized GCM that operates, at least for the foreseeable future, without leaders or a common program of action, and as such is likely in his words to be “less threatening” to the established order (p.3). But here is where my analysis and prescriptive horizons departs from his: if a transformative global movement is to emerge from current ferment, then it seems strategic to become more threatening, not less. In my understanding silence is passivity as a way of being. Silence can be much more than the avoidance of speech and utterance, and is most poignantly expressed through evasions of body, heart, and soul. Despite the frustrations and defeats of the period, America was different during the years of the Vietnam War and the civil rights movement.

It was then that alienated gun-wielders assassinated those among us who were sounding the clearest calls for justice and sending messages of hope. In a perverse reaction, Washington’s custodians of our insecurity went to work, and the sad result is this deafening silence!

I have long felt that most American ‘citizens’ increasingly behave as ‘subjects,’ blithely acting as if a love of country is exhibited more by obedience than conscience.

In my view the opportunity to be a citizen is a precious reality, a byproduct of past struggles. Genuine citizenship remains possible in the United States, but has become marginal, and is not much in evidence these days. I am identifying the citizen as an ethically sensitive and responsible member of a political community, most significantly of a sovereign state. In contrast, the subject conceives of upright standing in a political community by the willingness to go along with the group and to obey the directives of government and those exercising formal authority.

The moral substance at the core of genuine citizenship only exists if the political structure allows opposition without imposing a severe punishment. • Over the last 25-30 years Sweden’s military, security and foreign policy elite has changed Sweden’s policy 180 degrees.

• These fundamental changes were initiated by the Social Democratic government under Goran Persson and foreign minister Anna Lindh and have been carried through virtually without public debate.

• The rapproachment with interventionism, militarism and US/NATO in all fields has been planned, incremental, furtive and dishonest; in short, unworthy of a democracy.

• This elite is more loyal with Brussels and Washington than with the Swedes.

• If your image of Sweden is that it is a progressive, innovative and peace-promoting country with a global mind-set and advocate of international law, it is – sad to say – outdated.

The obsolescence of ideology: Debating Syria and Ukraine

I have been struck by the unhelpfulness of ideology to my own efforts to think through the complexities of recommended or preferred policy in relation to Syria, and more recently, the Ukraine. There is no obvious posture to be struck by referencing a ‘left’ or ‘right’ identity. A convincing policy proposal depends on sensitivity to context and the particulars of the conflict.

To insist that the left/right distinction obscures more than it reveals is not the end of the story. To contend that ideology is unhelpful as a guide for action is not the same as saying that it is irrelevant to the public debate. In the American context, to be on the left generally implies an anti-interventionist stance, while being on the right is usually associated with being pro-interventionist. Yet, these first approximations can be misleading, even ideologically. Liberals, who are deliberately and consigned to the left by the mainstream media, often favor intervention if the rationale for military force is primarily humanitarian.

Likewise, the neocon right is often opposed to intervention if it is not persuasively justified on the basis of strategic interests, which could include promoting ideological affinities. The neocon leitmotif is global leadership via military strength, force projection, friends and enemies, and the assertion and enforcement of red lines. When Obama failed to bomb Syria in 2013 after earlier declaring that the use of chemical weapons by the Assad regime was for him a red line this supposedly undermined the credibility of American power.

My point is that ideology remains a helpful predictor of how people line up with respect to controversial uses of force, although relying on ideology is a lazy way to think if the purpose is to decide on the best course of action to take, which requires a sensitivity to the concrete realities of a particular situation. TFF PressInfo: Crimea – The referendum, the mote and the beam

Of course it is illegal and of course it will be rigged, that referendum in Crimea today. And of course it is a ploy and comes only in the wake of Russia’s (read Putin’s) unprovoked aggression, used as a pretext to build a new Greater Russia.

That is, if you browse the mainstream Western media the last week and on this Sunday morning.

Referendum means referring an issue back to the people. It is – or should be – an important instrument in democracies. And it’s a much better instrument than war and other violence to settle complex conflicts.

Generally, citizens-decided conflict-resolution is likely to last longer and help healing wounds of the past than any type of solution imposed by outside actors.

In Switzerland citizens go and vote on all kinds of issues on many a Sunday throughout the year. Sweden has used it to decide about nuclear energy, Denmark about EU membership and – in 1920 – to solve the conflicts in Schleswig-Holstein and define the future border between Germany and Denmark. Referendums, binding as well as non-binding, are an accepted instrument in many countries.

The Meaning of a 98.1% Vote

In mid-January there was a vote in Egypt as to whether to approve a constitution drafted by a 50-person committee appointed by the interim government put in place after the military coup carried out on July 3, 2013. The constitution was approved by 98.1% of those who voted, 38.6% of the eligible 53 million Egyptians.

This compares with 63.8% support received by the constitution prepared during the presidency of Mohammed Morsi from the 32.9% of the Egyptian citizenry that participated in the vote. It should be observed that this new constitutional referendum was boycotted by both the Muslim Brotherhood (MB) and various of the youth groups that has been at the forefront of the anti-Mubarak upheaval in 2011.

Also the validity of the vote was further discredited because of the atmosphere of intimidation in Egypt well conveyed by the pro-coup slogan: “You are either with me or with the terrorists.” Not only had the MB been criminalized, its assets seized, its leaders jailed, its media outlets shut down, but anyone of any persuasion who seemed opposed to the leadership and style of General el-Sisi was subject to arrest and abuse.

In the background here are questions about the nature of ‘democracy,’ and how to evaluate the views of people caught in the maelstrom of political conflict. On one level, it might seem that a vote of over 90% for absolutely anything is an expression of extraordinary consensus, and as a result el-Sisi’s constitution is far more popular than Morsi’s constitution, and hence more legitimate. Reflecting on this further makes it seem evident, especially when the oppressive context is to taken into account that the one-sided vote should be interpreted in the opposite manner, making Morsi’s vote more trustworthy because it reached plausible results.

Northern Ireland and the Israel/Palestine ‘Peace Process’

Having visited Belfast the last few days during some negotiations about unresolved problems between Unionist and Republican (or Nationalist) political parties, I was struck by the absolute dependence for any kind of credibility of this process upon the unblemished perceived neutrality of the mediating third party. It would have been so totally unacceptable to rely on Ireland or Britain to play such a role, and the mere suggestion of such a partisan intermediary would have occasioned ridicule by the opposing, and confirmed suspicions that its intention must have been to scuttle the proposed negotiations.

In the background of such a reflection is the constructive role played by the United States more than a decade ago when it actively encouraged a process of reconciliation through a historic abandonment of violence by the antagonists. That peace process was based on the justly celebrated Good Friday Agreement that brought the people of Northern Ireland a welcome measure of relief from the so-called ‘Time of Troubles’ even if the underlying antagonisms remain poignantly alive in the everyday realities of Belfast, as well as some lingering inclination toward violence among those extremist remnants of the struggle on both sides that reject all moves toward accommodation.Read More »

Obama overholder ikke principperne for “retfærdig krig”

Reguleringerne af krigens vold finder man overordnet beskrevet i FN Pagten, Menneskerettighedserklæringerne og mere konkret i den Den Humanitære Folkeret, som består af fire konventioner og tre tillægsprotokoller.

Det er et område, hvor logik, politik og jura flyder sammen om at definere og forstå, hvad der sker på slagmarken. Retssubjektet i krig er ikke mennesker, men stater, der agerer politisk i et vilkårligt horisontalt forhold til andre stater. Stater fortolker omverden og handler på baggrund af forskellige kulturer, religioner, sprog, retstraditioner, økonomier og styreformer. Det kommer der mange misforståelser og konflikter ud af.
Problemet med disse reguleringer er – og det kommer næppe som nogen overraskelse – at de historisk sjældent overholdes. En del af krigens logik er, at hvis en stat er truet på livet, så kæmper den for sin overlevelse med de redskaber og våben, den har. Hvis den og dens ledere nedkæmpes og dør, er der jo alligevel ingen, der kan holde den ansvarlig for begåede grusomheder – ud over Gud, hvis denne da indgår i ligningen.

Der har, så længe krigen har eksisteret, både eksisteret forsøg på at legitimere og at begrænse krigens vold, for spørgsmålene hænger sammen.
Hvad angår legitimeringen af krig blev der især i forbindelse med ridderkorstogene opstillet regler, som skulle opfyldes for at en religiøs (kristen) krig kunne være retfærdig (jus ad bellum).

Syria – U.S. war making at the expence of democracy

The U.S. Government rains drone missiles on civilian human targets anywhere in the world, continues to operate Guantanamo in the face of universal condemnation, whitewashed Abu Ghraib, Bagram, and the torture memos, committed aggression against Iraq and Afghanistan, and invests billions to sustain its unlawful global surveillance capabilities. Still, it has the audacity to lecture the world about ‘norm enforcement’ in the wake of the chemical weapons attack in the Ghouta suburb of Damascus.

Someone should remind President Barack Obama and Secretary of State John Kerry that credibility with respect to international law begins at home and ends at the United Nations. Read More »
