Citizenship in the 21st century – reforms versus radical structural change

[ This post was previously published online at the website of the Global Transition Initiative, which is dedicated to promoting “Transformative Vision and Praxis.” It responds to an essay on global citizenship written by Professor Robert Paehlke, who cogently advocates the formation of a Global Citizens Movement, including indicating how it might become effective.
What seems important about such dialogue is the recognition that given the realities of this historical period, it is increasingly necessary for political thought and action to proceed by reference to human interests as well as being responsive to national, local, ethnic, and religious interests and values. A feature of modernity that is being rightly questioned from many angles is the presumed radical autonomy of human interests, especially the modernist illusion that the co-evolutionary dependence on nature and the environment was being superseded by the marvels of technological innovation.
One way back to the future is to rethink political community – its boundaries and essential features – from the perspectives of participants, with citizenship being the secular signature of belonging and engagement, and ultimately, the sustainability not just of the community, but of the species.

Reading Robert Paehlke’s carefully crafted essay on global citizenship provides the occasion both for an appreciation of his approach and some doubts about its degree of responsiveness to the urgencies of the present or more specifically its adequacy in relation to the call for ‘transformative vision and praxis’ that lies at the heart of the ‘Great Transition Initiative.’

Paehlke is on strong ground when he ventures the opinion that the planetization of citizenship is an indispensable precondition for the establishment of global governance in forms that are both effective and fair. His insistence that global governance to be legitimate must address ethical issues as well as functional ones associated with sustainability is certainly welcome. He is also persuasive in advocating the formation of a global citizens movement (GCM) that takes advantage of the networking and mobilizing potential of the Internet, combining an initial focus on local challenges while nurturing a global perspective.

His deepest sympathies clearly lie with a pluralistic and decentralized GCM that operates, at least for the foreseeable future, without leaders or a common program of action, and as such is likely in his words to be “less threatening” to the established order (p.3). But here is where my analysis and prescriptive horizons departs from his: if a transformative global movement is to emerge from current ferment, then it seems strategic to become more threatening, not less. The mouse that roared

The Mouse that roared was a much acclaimed movie comedy from 1955 in which a small European Duchy tried in vain to get the attention of the USA for a trade conflict. To get the attention of the mighty superpower the Duchy finally declared war on the USA. And to its surprise, won!

The story to be told below is less funny.

The Minister of Foreign Affairs for the Marshall Islands, Mr. Tony de Brum, spoke at the recent conference on the treaty against nuclear weapons, NPT, in New York. He remembered his experience of nuclear weapon tests in his childhood:

“I have witnessed nuclear weapon explosions and my memories from the Lipiep atoll in Northern Marshall Islands are strong. I lived there as a boy during the 12 years of nuclear testing. I remember the blinding white light from the Bravo test on the Bikini atoll in 1954, a thousand times stronger than that over Hiroshima.

The Marshall Islands was used for 67 nuclear tests between 1946 and 1958, with an explosive yield corresponding to 1.6 Hiroshima bombs every day for twelve years. The consequences are still with us as a burden which no nation, no population, should be forced to bear.” Read More »

Eliten i Sverige är mer lojal mot Nato, USA och EU än mot sitt folk

• Under de senaste 25-30 åren har Sveriges militära, säkerhets- och utrikespolitiska elit vridit Sveriges politik 180 grader.

• Dessa grundläggande förändringar inleddes av den socialdemokratiska regeringen under Göran Persson och utrikesminister Anna Lindh och har genomförts praktiskt taget utan offentlig debatt.

• Omsvängningen till interventionism, militarism och USA/Nato på alla områden har planerats gradvis, i smyg och ohederligt – kort sagt på ett sätt som är ovärdigt en demokrati.

• Denna elit är mer lojal mot Bryssel och Washington än mot svenskarna.

• Om din bild av Sverige är att det är ett progressivt, förnyande och fredsfrämjande land med global inställning som försvarar folkrätten så är den – tråkigt nog – föråldrad.

Hur Sverige har förändrats

Sverige är inte längre neutralt och det är bara formellt alliansfritt; det finns ingen mer närstående bundsförvant än USA/Nato. Landet har upphört att utveckla en egen politik och positionerar istället sig inom ramen för EU och Nato. The New World Order?

There is no more reliable guardian of entrenched conventional wisdom than The Economist. And so when its cover proclaims ‘the new world order,’ and removes any ambiguity from its intentions, by its portrayal of Putin as a shirtless tank commander with menacing features.

No such iconography accompanied the last notable invocation of the phrase ‘new world order’ by George H. W. Bush in mobilizing support for a forcible response to the Iraqi invasion and annexation of Kuwait in 1990, the dirty work of Saddam Hussein. Read More »

The obsolescence of ideology: Debating Syria and Ukraine

I have been struck by the unhelpfulness of ideology to my own efforts to think through the complexities of recommended or preferred policy in relation to Syria, and more recently, the Ukraine. There is no obvious posture to be struck by referencing a ‘left’ or ‘right’ identity. A convincing policy proposal depends on sensitivity to context and the particulars of the conflict.

To insist that the left/right distinction obscures more than it reveals is not the end of the story. To contend that ideology is unhelpful as a guide for action is not the same as saying that it is irrelevant to the public debate. In the American context, to be on the left generally implies an anti-interventionist stance, while being on the right is usually associated with being pro-interventionist. Yet, these first approximations can be misleading, even ideologically. Liberals, who are deliberately and consigned to the left by the mainstream media, often favor intervention if the rationale for military force is primarily humanitarian.

Likewise, the neocon right is often opposed to intervention if it is not persuasively justified on the basis of strategic interests, which could include promoting ideological affinities. The neocon leitmotif is global leadership via military strength, force projection, friends and enemies, and the assertion and enforcement of red lines. When Obama failed to bomb Syria in 2013 after earlier declaring that the use of chemical weapons by the Assad regime was for him a red line this supposedly undermined the credibility of American power.

My point is that ideology remains a helpful predictor of how people line up with respect to controversial uses of force, although relying on ideology is a lazy way to think if the purpose is to decide on the best course of action to take, which requires a sensitivity to the concrete realities of a particular situation. Such an analysis depends on context, and may include acknowledging the difficulties of intervention, and the moral unacceptability of nonintervention. Read More »

Media with a pro-Western bias usually remind us of 9/11 based on a victim narrative. We just passed 3/20 – the 11th Anniversay of the war on Iraq. Every year they forget 10/7 (Afghanistan) and 3/24, the destruction of Serbia-Kosovo in 1999.

What to do when NATO’s raison d’etre – the Warsaw Pact – had dissolved? Answer: Turn NATO into a humanitarian bombing organisation which in – fake – Gandhian style could say: We are bombing for a higher ethical humanitarian purpose to save lives and on this exceptionalist moral high ground we ignore international law.

Kosovo 15 years later

Kosovo remains a unique result of propaganda and mass killings to produce and independent state without a UN Security Council mandate – which doesn’t prevent Western politicians from teaching Russia international law these very days.

TFF PressInfo: Crimea – The referendum, the mote and the beam

Of course it is illegal and of course it will be rigged, that referendum in Crimea today. And of course it is a ploy and comes only in the wake of Russia’s (read Putin’s) unprovoked aggression, used as a pretext to build a new Greater Russia.

That is, if you browse the mainstream Western media the last week and on this Sunday morning.

Referendum means referring an issue back to the people. It is – or should be – an important instrument in democracies. And it’s a much better instrument than war and other violence to settle complex conflicts.

Generally, citizens-decided conflict-resolution is likely to last longer and help healing wounds of the past than any type of solution imposed by outside actors.

In Switzerland citizens go and vote on all kinds of issues on many a Sunday throughout the year. Sweden has used it to decide about nuclear energy, Denmark about EU membership and – in 1920 – to solve the conflicts in Schleswig-Holstein and define the future border between Germany and Denmark. Referendums, binding as well as non-binding, are an accepted instrument in many countries.

The Group of 77 approaching fifty – congratulations!

For one who has worked much on the theory and practice of change from systems of hierarchy to systems of equity, June 15 1964 will never be forgotten. Those at the bottom of the world system of states, fragmented away from each other by colonial and imperial structures, marginalized, exploited, came together, 77 of them, and formed–not a very revolutionary word–a Group. In 1967 the Group was confirmed by the Charter of Algiers. They used the UNCTAD-United Nations Conference on Trade and Development as their platform.

Then the follow-up in 1974: the New International Economic Order-NIEO, and the Charter of Economic Rights and Duties of States, passed by the UN General Assembly.

A trade union of states, or their governments, had been born; today 133-states strong. Not included are almost all states that are members of the Council of Europe (which includes the EU), OECD-Organization of Economic Cooperation and Development, and CIS-Commonwealth of Independent States. A very clear North-South divide: temperate zone against the tropics.

Why do I persist?

I have been asked recently why do I persist in working hard for the things that I believe in, knowing that I will die in the next several years, and am almost certain not to be around for the catastrophic future that seems to cast its dark shadow across the road ahead, and can only be removed by a major transnational movement of the peoples of the world.

Similarly, why do I accept the defamation and related unpleasantness that accompanies my efforts to be a truthful witness of the sufferings endured by the Palestinian people in the course of their struggle for freedom and in violation of their fundamental rights? Some friends pointedly suggest ‘why don’t you just sit back, enjoy the pleasures of an easy life, and if still restless and alert enough, devote yourself to the narcissisms of producing a memoir?’

Or at least, why not at least indulge the self-exploratory pleasures of proving to myself that I am a decent poet or that I can still improve my chess or that, appearances to the contrary, I am still not too old to learn Turkish? At worst, I could continue to write barbed comments on the passing scene from the relative safety and comfort of the blogosphere, and to relieve the monotony of a virtual life, take occasional cruises to exotic destinations seeking out ‘ships of fools.’

Several prominent philosophers have attempted to answer such generic questions in a book recently published with the alluring title of Death and the Afterlife (Oxford University Press, 2013). It contains three lectures given by Samuel Scheffler, two at the Berkeley campus of the University of California and the third at the University of Utah, as well as a series of generally laudatory commentaries by four other distinguished philosophers and a response at the end by Scheffler.

The core argument developed by Scheffler is that human beings care more about the collective survival of humanity than they do about either their own personal immortality or even about the survival of those that they love and befriend, that is, those who are closest to us in our present life.

This rather novel line of inquiry investigates the implications of a thought experiment that supposes the extinction of the human species either due to ‘a doomsday scenario’ in which life on the planet is brought to an end or ‘an infertility scenario’ in which all women stop having the capacity to bear children. Report to UN Human Rights Council on Occupied Palestine

This is my last report as Special Rapporteur on Occupied Palestine as my term is coming to an end after six years.

The mandate is important as a source of information pertaining to the realities of occupation from the perspective of international humanitarian law and international criminal law. My hope is that this mandate can be brought to an end as early as possible, but not earlier than when Palestinians can live in equality with the Israelis either in a single bi-national state or in separate states. It is a matter that need to be decided by the two peoples in accordance with respective rights. No solution can be imposed or negotiated in a setting that is not premised on the equality of the peoples.
